What are the responsibilities of an HOA board?

Manage the money

Build and follow a budget, collect assessments, pay vendors, keep clean financial records, and fund reserves. Boards owe the community a fiduciary duty - to act in its best interest, not their own.

Maintain the common areas

Keep shared property safe and in good repair, carry appropriate insurance, and plan for long-term replacements. Residents notice when this slips, and deferred maintenance almost always costs more later.

Enforce the rules - fairly

Apply the CC&Rs and rules consistently and even-handedly, with proper notice and a chance to respond before penalties. Selective enforcement is one of the fastest ways a board loses the community's trust (and invites disputes).

Communicate and keep records

Give notice of meetings, share minutes and financials, and make official records available to members as the law requires. Transparency prevents most conflicts before they start.
